The Minister in Czechoslovakia (Carr) to the Secretary of State

12. This Government’s attitude on wine described in my No. 8, January 27, now confirmed by written report but Foreign Office states that the Czechoslovak delegation has been authorized to discuss the [Page 229] most-favored-nation clause in Washington. An official in the Economic Section of the Foreign Office told me that while the outlook for a trade agreement had been very discouraging it is now better and an early favorable outcome of the negotiations is expected. Information from another source is to effect that a week ago recall of delegation was being considered. I was not able to obtain any details. No disposition apparent to initiate discussion of the situation with me.
