The following telegram has been sent to the Legation at Quito:
October 23, 9 a.m. Military authorities inform me that coup d’état by General Enriquez is accepted by local garrison. All is quiet [Page 469] here, there have been no disorders. Military authorities headquarters further inform me that Colonel Icaza3 is to be Minister of National Defense and Victor Emilio Estrada will probably be Minister of Hacienda”.
