583. My 578, August 31, 10 p.m. The Generalissimo asked me to see him this evening. He stated that the Chinese Government wished to express to me its apology for the very regrettable bombing of the Hoover, adding that the Government was prepared to assume responsibility [Page 478] and make any amends within its power. He stated that the Government had taken steps to avoid such incidents in the future.
