The Ambassador in Japan (Grew) to the Secretary of State

351. Our 350, September 6, 1 p.m. Note presented this afternoon to the Foreign Office.5 The French Ambassador is doing likewise and the British Embassy is still awaiting instructions.6

Repeated to Shanghai for information of the Commander-in-Chief and for relay to Nanking.
