Your 11, November 3, 1 a.m. In order to aid us in reaching a decision as to your suggestion to approach the German Ambassador, I should like elucidation along the following lines: (1) Are the British and French Governments contemplating making a similar démarche; (2) If so, where and (3) I would be glad to have from you the views of such of your colleagues with whom you have discussed the matter as to whether they regard the presence of Germany in the Conference as an advantageous factor.
