1003. I learn confidentially that as no approach had been made to the customs from the Japanese side and the Japanese Navy were continuing [Page 879] busily to seize customs vessels the Shanghai Commissioner of Customs yesterday went to see the Japanese Consul General who told him that the Japanese being now in occupation of Shanghai require “supervision” of the customs and asked the Commissioner to prepare proposals to that end, saying that no “third parties” are to be concerned in the discussions.
