884. Department’s 334, October 28, 4 [7] p.m.97 Following telegram has been received from Tientsin:
“November 2, 3 p.m. Your November 1, 9 a.m. Commissioner of Customs states in strict confidence that negotiations with Japanese are proceeding satisfactorily; that some ships are now discharging cargo without supervision but he is hopeful that with the arrival of 28 additional Japanese employees assigned here he will be able to reestablish complete supervision of trade; that all duty collected since October 22nd has been deposited in the Yokohama Specie Bank, Tientsin; that the Commissioner reserves the right to remit this money at his discretion but for the present is not remitting; that he considers that this is the only means by which the integrity of the customs can possibly be maintained.”
