Department’s 25, February 6, 3 p.m. I again took up with the Vice Minister for Foreign Affairs orally and informally today the question of smuggling into North China, presenting the facts in general and in detail. Mr. Horinouchi’s comment as formerly was that an improvement in this situation may be expected when Chinese customs tariffs are reduced and it is hoped that the negotiations to this end will soon be resumed.
