The Department concurs in the Ambassador’s view that you and staff should not expose yourselves to imminent and serious danger by remaining at the Embassy, and feels that you and staff should remove to the U. S. S. Panay whenever you consider it advisable to do so. It is suggested that you keep in touch with your colleagues and in so far as practicable concert your action with theirs.

You should again urge all American citizens to evacuate.
