1038. Reference my No. 998, November 22, noon. These matters were discussed yesterday afternoon between the foreign commandants and the Japanese military. While the Japanese reserved their rights, it is believed that they will not take precipitate action. I discussed these matters in a friendly spirit yesterday morning with the Japanese Consul General. He telephoned me last evening that the foreign commandants had had a conference with the Japanese military and he believed that both sides were satisfied with the result.
