312. Nanking’s 937, November 20, 9 a.m., repeated to you by Shanghai.
Ambassador Johnson has now notified the Department of his departure on November 23 from Nanking. However, as the Consulate General in Shanghai has presumably, in pursuance of Nanking’s instructions, notified the Japanese authorities at Shanghai of the Ambassador’s departure, the Department does not consider it necessary that notification also be made by you to the Japanese Foreign Office unless similar notification is being made by your principally interested colleagues.
