363. A message from the Commander of the Yangtze Patrol indicates that Captain Roberts37 will accompany you to Hankow.

War Department desires to have Captain Roberts remain in Nanking with members of Embassy staff whom you are leaving there unless you have cogent reasons for taking him with you to Hankow.
