The Acting Secretary of State to the Ambassador in China (Johnson)77

Washington, October 29, 1937—1 p.m.

325. According to an Associated Press report from Shanghai of October 29 the German Ambassador was stated to be in Nanking acting as a mediator and messenger carrying proposed Japanese peace terms.78 The report states further that the German Ambassador recently spent a week in Shanghai in conference with the Japanese Ambassador and other high officials.

The Department has received information to this same general effect attributed to Suma.79

Please telegraph urgently what you can discreetly ascertain in regard to this report and your estimate as to its significance.
