548. Reference to your 1488, October 22, 9 a.m. and your 1508, October 23, 7 p.m., I greatly appreciate the information reported. Davis’63 instructions do not contemplate the advocacy of any concrete course of action. In accordance with Article 7 of the Nine Power Treaty, he is proceeding to Brussels for “full and frank communication” with the other signatory powers, in the hope that together they may work out some plan for finding an end to the conflict by agreement.
Beyond the foregoing, I see no line that you could take usefully in your conversations. We will advise you from day to day of any developments in our consideration of the problem here.
