The Ambassador in China (Johnson) to the Secretary of State

801. With reference to Shanghai’s 805, October 4, 3 p.m., I took advantage of an opportunity offered in a conversation which I had with Chang Chun who now holds important position in War Activities Council as Secretary General, and with Vice Minister Hsu Mo, to express the hope that the Chinese Government would not make the mistake of using American or other foreign aviators to take large bombing planes to Japan for the purpose of demonstrating their ability to bomb Japanese cities. I was assured that they knew of no such scheme. I urged them to dissuade anyone in the Government who might be advocating such a plan.
