The Ambassador in Japan (Grew) to the Secretary of State

402. My British colleague informs me that the Japanese reply to the British representations concerning the wounding of the British Ambassador in China by airplane attack was received last evening. Craigie considers the reply as satisfactory as can be expected both in [Page 543] tone and substance but he does not yet know what will be the attitude of his Government. He feels that a genuine effort was made to get at the truth of the matter. While it has not been established that a Japanese plane was in the precise vicinity of the Ambassador’s car at the moment of attack, the fact that bombing operations were carried out at the same hour a few miles away has led the Japanese Government to express its sincere regret over the incident.
