The Ambassador in Japan (Grew) to the Secretary of State

356. Our 327, August 29, 9 p.m., wounding of British Ambassador to China.

Provisional Japanese reply was handed yesterday to British Embassy and is to the effect that up to the present investigations have failed to produce any evidence that the shooting was done by a Japanese plane and that consequently it is still impossible to determine whether the responsibility rests with Japan.
As text has been given to the press I shall not cable it unless instructed.

Repeated to Shanghai for relay to Nanking.
