Please telegraph me your estimate of the bearing of the statements made in the addresses at the opening of the Diet6 upon the question of the existence of a “state of war” and your estimate of the probable reaction in Japan and effects upon Japan of a proclamation, if and when, by this Government putting into effect the initial provision or more of the Neutrality Resolution of May 1, 1937,7 together with any comments you may feel moved to offer on the question of the advisability of such action now.
