210. This afternoon certain American newspapers feature a United Press article with headline “U. S. Banks Helping Finance Jap War”. The simple facts, according to the Department’s understanding, are that certain American banks have continued ordinary financial transactions which consist of granting credits to Yokohoma Specie Bank against gold now in transit to the United States and against United States bonds.
