The Consul at Tsingtao (Sokobin) to the Secretary of State

Japanese Consul General has just informed me that he and his entire staff will withdraw by the 5th of September. Japanese Government has also ordered complete evacuation at once of all remaining Japanese nationals. Japanese Consul General even asked that I ask Yamamoto, our Japanese clerk, to return to Japan. Reason given is reiterated desire to avoid any possible incident which might aggravate the situation.
