58. Am advised by Chinese Ambassador at Moscow that his Government and U. S. S. R. have arrived at a definite agreement providing that the U. S. S. R. will not support or encourage communistic groups or communistic armies or independent states against present Chinese Government and that Chinese Government continue support such groups through absorption in or through government activities.
