Mr. Secretary: May I recommend that this matter16 be taken up urgently with the President.
[Page 424]May I suggest that if the President has any hesitation about authorizing the sending of the 6th Marines, 1,200 men, from San Diego, an opportunity be given for discussion of the whole question by officers concerned of this Department, the Navy Department, and the War Department, before a final decision is made.
In 1932, there was held on a Sunday, at the White House, an emergency conference, a decision was arrived at, and within a very short time reenforcements were on their way to Shanghai.
