The Ambassador in China (Johnson) to the Secretary of State

435. My 433, August 14, 10 p.m., British Ambassador has just informed me that Minister for Foreign Affairs called on him this evening and stated that Generalissimo expressed interest in formula [Page 415] presented by Consuls at Shanghai (see Shanghai’s 473 of August 13, 9 p.m.14) but wanted to know what guarantee he had that Japanese would carry out and keep such an agreement. British Ambassador suggested that he should discuss this with Japanese and renewed offer of neutral observers to watch carrying out of any agreement for mutual withdrawal two countries might reach.
