The Consul General at Shanghai ( Gauss ) to the Secretary of State

481. Increasingly heavy bombing by Chinese air craft at Shanghai is going on. Their objective is Japanese flagship tied up near Japanese Consulate General. There are urgent pleas that this war vessel proceed to an anchorage down stream as its present situation is bringing bombs short dropped into the area of foreign refuge where a large number have been killed and others, including Americans, wounded. Situation grave. I have asked Embassy, Nanking, to make representations.7
