Your 146, August 13, 2 p.m. We made use of opportunity offered by visit to Generalissimo last evening (see my 423, August 13, 8 p.m.) to emphasize necessity for respecting neutrality of that part of Settlement patrolled by international forces and Settlement police into which foreigners have been drawn. Warning that Americans be [Page 406] evacuated [from] Hongkew and Yangtzepoo areas indicates that Chinese are prepared to respect neutrality of area south [of] Soochow Creek provided, of course, that that area is not used by Japanese as a base for an attack upon Chinese forces.
