- Dodds informs me that the British Ambassador in Nanking has been authorized by his Government to urge the Chinese Government not to close the door to further negotiations.

- Referring to Nanking’s 401, August 11, 6 p.m., I wish to make perfectly clear that it was and is far from my intention to recommend [Page 395] action in Nanking; demurring [please see?] the precise phraseology of paragraph 9 of our 254. I entirely concur in Ambassador Johnson’s views as expressed in his telegram.
