Your 414, August 13, 2 a.m. The Department is of the opinion that while the action which you suggest be taken at Shanghai is appropriate and may prove helpful, that action should be reenforced by an approach made by you at Nanking, as authorized in the Department’s telegram No. 144 of August 12, 8 p.m. Shanghai’s reports indicate definitely that the foreign representatives there are experiencing difficulty in getting in touch with Chinese authorities and that the Chinese authorities at Shanghai may have insufficient authority to take effective action in the matter.
