455. Mayor Yui reported abandoned civic center headquarters and city government is reported moving to Minghong, about 15 miles west of Shanghai. I have requested Americans in outlying areas to come within the Settlement and usual defence lines, as have British. Chinese panicky with heavy exodus to Settlement south of Soochow Creek.
