The Ambassador in China (Johnson) to the Secretary of State

367. Shanghai’s 418, August 3, 10 p.m. I spent yesterday in Shanghai and discussed matter set forth in above telegram with [Page 323] Gauss. I agree with his estimate of the situation. It occurs to me that something might be accomplished by the powers by representations at Tokyo and Nanking suggesting that both countries agree to the elimination of the Shanghai area from war activities somewhat along lines taken by the four diplomatic representatives at Peiping as quoted in Peiping’s 312, July 28, 2 p.m., and as contemplated by Department’s 138, July 27, noon to Peiping.40
