417. My July 23, 4 p.m. Commandant of Japanese Naval landing party in a statement published in the local Japanese press regarding the disappearance of seaman Miyazaki35 states that “the landing party sincerely regrets having been the cause of such commotion at this time of crisis and hereby pledges itself to enforce self-discipline so that it may be better [able to?] carry out its duties for the protection of Japanese lives and property”. The statement also expresses “deep respect and appreciation” of the cooperation given by the Shanghai Municipal Council and the Chinese authorities in the search for the missing man. The statement has somewhat eased local tension and would appear to be a further indication that Japan does not want trouble in the Shanghai area at the present time. The Chinese authorities have forbidden parades and mass meetings and are continuing their efforts to prevent trouble.
