Memorandum by the Chief of the Division of Far Eastern Affairs (Hornbeck) to the Secretary of State
Mr. Secretary: With regard to the question which you asked me yesterday afternoon, whether it is likely that the fighting will continue and spread,—I would answer the question in the affirmative on both points.
With regard to the resignation of the President of the Bank of Japan,—I am by no means sure it would be safe to assume that this resignation occurred because of Mr. Ikeda’s dissatisfaction with his Government’s China policy. Any one of several causes or an accumulation of causes may have led to that action.
