For purposes of the record permit me to say that the integral relationship between the two paragraphs in the Department’s 128, July 27, 1 p.m.,27 was perfectly clear and in my representations to the Foreign Minister on July 28th I prefaced my remarks by communicating to the Minister the substance of paragraph 1. Referring to that report as to Japanese intentions the Minister said “No, that is not true” and proceeded to make the statement reported in paragraph 5 of my 230, July 28, 5 p.m.28

I am in complete concurrence and sympathy with every step thus far taken by the Department in connection with the present Sino-Japanese hostilities and with the general policy outlined in paragraph numbered 3 of Department’s 133, July 29, 9 p.m.
Grew
