The Secretary of State to the Ambassador in China ( Johnson ) at Nanking

35. Your 59, February 4, 2 p.m., paragraph 3, last sentence. Department assumes that the officer of the Embassy with whom the informant presumably talked told the informant that of course a report in regard to the American Government’s having taken action of this sort would have no basis in fact.

When conveying to the Department items of information of this nature, it would be helpful to the Department if the Embassy would add some account of the rejoinders made by the officers of the Embassy to whom the information is communicated.
