“December 27, 5 p.m. Your 16, December 23, 3 p.m. The Embassy considers this matter to be covered by the Department’s 405, December 23, 7 p.m., transmitted to you by the Embassy’s December 26, 10 p.m., and you should be governed by the principles therein established. The Embassy believes the matter would best be dealt with orally on the occasion of your next trip to Hsinking”82
