816. The following telegram has been received from Mukden:

“15, December 10, 4 p.m. An income tax law has been promulgated, effective January 1, and declared applicable to all residents of Manchukuo.

Translation follows”.79

The Embassy will study the text of the law when received from Mukden.

Sent to the Department, repeated to Tokyo and Embassy, Hankow.
