The Ambassador in Japan (Grew) to the Secretary of State

579. I learn late tonight from reliable informant that Italy has today recognized Manchukuo, such recognition having been communicated [Page 944] to the Hsinking authorities through the Italian consular representative. My informant states that the Japanese Government was advised some time ago of Italy’s readiness to take this step but that Italy was requested to delay action; that some 10 days ago the Japanese Government informed the Italian Government that the time was now ripe for recognition. The belief is expressed that both the German Government and General Franco will shortly follow suit, that Italy and Germany will be granted certain economic advantages in Manchuria and that Japan will recognize the Franco regime by way of reciprocity.

Confirmation from official Japanese sources is impossible to obtain tonight.69
