666. Substance of the Department’s 423, October 19, 3 p.m.,49 was communicated informally to the Foreign Office on October 20. The Foreign Office advises me today that instructions in substantially similar terms to those of the Department were telegraphed on October 22 to British representatives at Tokyo and Mukden.
