202. Following from Consul General at Harbin.
“10, July 4, noon. The Kwantung army last night expressed the hope that the Russians would strictly carry out the terms of an agreement reached in Moscow involving the withdrawal of Soviet forces from the disputed territory. It is thought that tension has subsided. No further clashes have been reported.”
