Please in your discretion inform Yoshizawa that Davies reports that he called on the Japanese Ambassador the morning of July 1 to inquire regarding facts and “to personally express the hope that the difficulties could be localized so as not to be permitted to spread and develop into possibility of war” and that he “assumed to act promptly and personally in view of the speed with which the situation was progressing.”

State to Yoshizawa that your Government had given Davies no instructions, had made no inquiry, and had expressed no apprehension.
