390. Reference Shanghai’s 1240, December 28, 1 p.m. Although the Department feels that you should not make this development the occasion for a special visit to the Japanese Foreign Office, the Department desires that in future conversations held in accordance with paragraph 4 of the Department’s telegram No. 383, December 29, 5 p.m., in regard to the general question of the integrity of the Chinese Maritime Customs, you place some emphasis upon the damaging effect upon the Customs administration of disregard of customs requirements for Japanese goods and vessels, particularly as described in paragraph 2 of Shanghai’s No. 1240.
