102. Department’s No. 94, June 24, 5 p.m. Under date June 30 the Embassy at London telegraphs as follows:

“Cadogan informed me that Yoshida had as yet made no request for appointment to present any memorandum in spite of press reports from Tokyo.

Cadogan said he felt Japanese position has stiffened since Hirota had taken office and if there were any truth in rumors coming from Tokyo that in negotiations with His Majesty’s Government Japan would be disposed to merely redefine her position as to ‘special régimes’ in North China and ‘special trade’ in that area, he was not hopeful of the outcome.”
