99. Shanghai’s 1176, December 18, 10 a.m. Gage, Secretary of British Embassy, has several times lately inquired whether I had been instructed to join in representations to the Minister of Finance. I replied each time that I had received no reply to my telegram No. 75, December 17, 2 p.m. to the Department and was without instructions. This morning he telephoned that pursuant to instructions just received he intended to make representation to the Minister of Finance before noon even without similar action by other Missions.
