The Counselor of Embassy in China (Lockhart) to the Secretary of State

831. Embassy’s 828, December 16, 4 p.m.21 According to a Japanese press report the customs at Tientsin was taken over yesterday afternoon by the new regime and the five barred flag raised over the customshouse. However, senior member of the Tientsin customs staff is reported as stating that so far as he was aware no change has taken place in regard to jurisdiction over the customs. The Japanese report may be based on Wang Keh Min’s statement contained in the above-mentioned telegram.

Repeated to the Ambassador and Tokyo.
