The Counselor of Embassy in China (Lockhart) to the Secretary of State

801. Your 384, November 30, 1 p.m. Information contained in your above-mentioned telegram was repeated to Tientsin which has now replied as follows.

“December 3, 10 a.m. Your December 1, 6 p.m.

Commissioner of Customs states most emphatically that duties, both import and export collected in accordance with the established Chinese customs tariff and the question of reduction of duties on Japanese goods has not been discussed but that all Japanese military supplies enter duty free and without examination by customs. This office is unable to obtain any information contrary to this statement.

Repeated to Consul General, Hong Kong in reply to his inquiry of December 1, 11 a.m.”
