- The Foreign Minister has left the Foreign Office for the day and I have been therefore unable entirely to clear up the discrepancy. However, we are informed by one of the officers of the Foreign Office that no instructions have been sent to Shanghai in the sense of the statement attributed to Okazaki but that so far as is known here the Japanese Consul General has been discussing the maritime customs matter with Lawford only and not with two other foreign governments.

- Our informant stated that following my conversation yesterday with the Foreign Minister the Japanese Consul General was directed by telegraph to effect a final settlement which would give full consideration to the interests of third countries.
