The Secretary of War (Woodring) to the Secretary of State

Dear Mr. Secretary: The receipt is acknowledged of your letter of May 12, 1937, in which the comments of the War Department are [Page 985] requested with regard to a memorandum which it is proposed to send to certain diplomatic missions in Washington on the subject of the relations between foreign consuls in the Philippine Islands and the Commonwealth Government of the Philippines.

I am pleased to inform you that this Department concurs in the memorandum as drafted.
