The Chairman of the American Delegation (Davis) to the Secretary of State

15. Negotiating Committee has consulted with 12 countries and has still to hear several important countries including Soviet, Germany, [Page 938] and United Kingdom. A committee on general questions, such as increasing consumption and reducing protection, and a small group to make preliminary study of permanent organization, have been appointed and are functioning.

Presumably, no further full sessions of Conference will be held until Negotiating Committee is ready to report either suggesting possible basis of adjusting quotas of export countries to the total available world market or reporting progress and requesting further instructions. This may be possible early next week.
