Your unnumbered despatch March 17, 1937.4 Please explain to the Prime Minister that it is not the custom of this Government to attach a Military officer to visitors other than Chiefs of State and [Page 673] that I deeply regret that in the circumstances it will not be possible to meet his wishes with respect to Commander Gade.
I am of the opinion that it would be unwise and undesirable in this particular case to make any departure from this custom.
