The Ambassador in Italy (Phillips) to the Secretary of State

462. My telegram 461, November 1, 3 p.m.13 I was informed in strictest confidence at the Foreign Office this morning that the matter of Italy’s adherence to the German-Japanese Anti-Communist Pact had been under discussion for some time and that while no definitive agreement had yet been reached there was agreement in principle and that a formal announcement of Italy’s adherence might be expected in the very near future. My informant could set no date for this announcement and in response to my inquiry said he did not know whether it would be made before the adjournment of the Nine Power Conference as no one could predict how long that conference would last.
