Sir: I have the honor to transmit herewith a communication (Conf. D./C. L. 16)42 addressed to you on June 19 by the Acting Secretary General of the League of Nations, together with its annex, the resolution adopted by the Bureau of the Conference for the Reduction and Limitation of Armaments on May 31, 1937,43 and, under separate cover, document Conf. D./C. G. 160 (1), entitled, “Publicity of National [Page 22] Defence Expenditure: Draft Convention prepared by the Technical Committee of the National Defence Expenditure Commission”.
It is requested in the communication transmitted herewith that information as to whether the United States Government is prepared, in principle, to accept a system of publicity based on the Convention referred to above, be sent to the Secretariat before September 1, 1937.
